Bi-laws for Tri-M® Chapter 5151
Preamble
We, the members of the Frontenac Music Department, in an effort to inspire music participation, create enthusiasm for scholarship, stimulate a desire to render service, and promote leadership in the music students of our school, accept these bylaws for the establishment and operation of our Tri-M Music Honor Society chapter.
Article I — Chapter Name and Location
The name of this chapter will be known as: Tri-M Music Honor Society Chapter 5151 at Frontenac High School, Frontenac, Kansas.
Article II — Division
This chapter will be a Senior chapter of the Tri-M Music Honor Society. Members will only be Senior division members of Tri-M.
Article III — Purpose
The purpose of this chapter will be to:

Article V—Membership
Section One -- Membership Classes
A. Requirements
i. The chapter advisor shall choose candidates for active student membership.
ii. Candidates for active student membership shall be chosen from those students enrolled in the music department at Frontenac
High School.
A1. Candidates shall meet and maintain the following requirements:
i. A written description of the selection procedure shall be made available to all music students and their parents prior to candidate consideration.
ii. The selection procedure shall be consistent with articles of the Tri-M Program Guidelines.
C. Lapsed Membership
i. Members and their eligibility for Tri-M membership shall be reviewed on a semester basis to consider their continued participation in the Tri-M program.
ii. If a current member does not meet the academic or music criteria necessary to be a Tri-M member, his or her membership will lapse until the music and/or academic criteria are once again met.
iii. The chapter advisor shall determine when a lapsed member is reinstated based upon proof that membership criteria has once again been met.
D. Dismissal
i. Dismissal is a permanent revocation of Tri-M membership without the option of reinstatement unless overturned by an appeal.
ii. Dismissal is warranted by violation of school rules, resulting in any form of suspension or criminal law; including the district's drug test rules.
iii. A member may be dismissed without warning. A written documentation of the dismissal procedure shall be available to interested parties.
iv. Any member who is dismissed shall surrender any/all Tri-M insignia items to the chapter advisor.
E. Dismissal Appeal
i. A member who has been dismissed may appeal the decision.
ii. The principal of the school shall assign an impartial faculty committee of three or more to review the appeal.
iii. The same rules that would be used for a disciplinary appeal in the school district shall apply.
Section Three — Alumni Membership
A. Upon graduation, active members shall become alumni members.
B. Alumni members shall have no voice or vote in chapter affairs. Alumni members are welcome to return for events sponsored by Tri-M Music Honor Society.
Section Four — Honorary Membership
A. The chapter advisor may award honorary memberships in recognition of achievement and/or outstanding service rendered to the chapter in keeping with the purpose of the Tri-M Music Honor Society.
B. Honorary membership may be awarded to guest clinicians, school officials, principals, teachers, Tri-M Advisors, adults, or students with or without disabilities who are unable to fully meet the active member criteria.
C. Other students are not eligible for honorary membership.
D. Honorary members have no voice or vote in chapter affairs.
Article VI — Executive Committee
Section One — Committee Members
A. The executive committee of this chapter will consist of a chapter advisor and student officers.
Section Two — Chapter Advisor
A. The chapter advisor of this chapter shall be a teacher in the music department at Frontenac High School, Frontenac Kansas and a member of NAfME (formerly known as MENC).
B. This chapter may have co-advisors appointed by the advisor to assist with chapter operations, which are adults from the district or the community at large.
Section Three — Student Officers
A. The student officers of this chapter will be seniors, in good standing with the district and the chapter, if possible and will include:
i. President
ii. Vice-President
iii. Secretary
iv. Treasurer
v. Historian/Scrapbook
vi. Public Relations
Section Four — Quorum Requirement
A. A majority of the officers and the chapter advisor constitute a quorum.
Article VII — Duties of the Executive Committee (duties not limited to...)
Section One — Chapter Advisor
1. The advisor of this chapter will act as supervisor, guide, and counselor in all matters pertaining to chapter operations.
2. The advisor will attend all executive committee and chapter meetings and will help officers fulfill their respective duties, including maintaining chapter records and submitting chapter fees with the proper forms.
3. No meeting by executive board or entire chapter shall be held without the advisor or other designated advisor; in doing so will result in the chapter being dissolved as per national Tri - M bi-laws.
Section Two — President
1. The chapter president will lead the members toward the attainment of the goals of this chapter and of the Tri-M Music Honor Society.
2. The president will preside at all meetings of the chapter and of the executive committee.
3. The president and the other officers will conduct the induction ceremony for new members and will hold an election to appoint new officers to preside the following year.
Section Three — Vice President
1. The vice president of this chapter will preside at all meetings of the chapter in the absence of the president, and it will be his or her duty to assist the president.
2. If programs, special projects, or activities are planned in addition to the membership presentation ceremony, the vice president will also serve as program chairperson.
Section Four — Secretary
1. The secretary of this chapter will be responsible for all correspondence of the chapter and will keep an accurate record of attendance, minutes, and all transactions and meetings of the chapter.
2. The secretary will also serve as social chairperson.
Section Five — Treasurer
1. The treasurer of this chapter will keep an accurate record of all monies received and disbursed, membership fees paid to the honor society (if any), and all membership pin emblems, cards, certificates, and insignia items secured from the national office.
2. The treasurer will report at each meeting the receipts, disbursements, and cash balance on hand.
3. The chapter advisor should make an audit of the treasurer’s records at the end of each semester.
4. The treasurer will also serve as membership chairperson.
Section Six — Historian/Scrapbook
1. The chapter historian shall keep a comprehensive record of all programs presented by the chapter and its members, including pictures, news clippings, video links, etc...; and be responsible for compiling the chapter’s entry for Chapter of the Year, with assistance coming from the Public Relations/Advocacy officer.
2. Take pictures at ALL activities and events
Section Seven — Public Relations and Advocacy
1. The chapter public relations officer is responsible for any publicity needed in regards to any music department and/or Tri-M events. All publicity will be approved by the advisor prior to publication.
a) Newspaper Articles
b) School Announcements
c) TV Announcements
d) Posters
2. The public relations officer will serve as an assistant to the historian/scrapbook officer, in which between the two offices will keep a comprehensive account of the chapter.
Article VIII — Nomination and Election of Officers
1. During the first meeting of the year, nominations will be made from the floor.
2. Officers must be members from the previous year in good standing with the chapter and with the school, with preference being made for seniors in good standing with the district as well as the chapter.
3. The advisor will check with all teachers and administrators to verify that status of each student.
4. The candidates will be elected by a majority ballot vote.
5. New officers will be installed during the 2nd meeting of the year.
Article IX — Vacancies on the Executive Committee
1. Vacancies occurring on the executive committee during the school year will be filled on a temporary basis with chapter members selected by the chapter advisor.
2. Temporary executive committee assignments are valid only until the next meeting of the chapter, when an election will be held to fill such vacancies.
Article X — Meetings
Section One — Planning
1. The executive committee will meet in advance to outline scheduled meetings.
Section Two — Times
1. Regular meetings during the school year shall be on days designated by the executive committee and in accordance with school policy and regulations.
Section Three — Frequency
1. There will be at least ten (10) scheduled meetings of this chapter per year as determined by the chapter advisor.
2. Frontenac Chapter 5151, will meet the first Thursday of each month at 7:30 a.m. in the Junior High/High School music room.
Section Four — Voting
1. All members must attend All scheduled meetings.
2. No meeting may be held unless the chapter advisor is present. If it is found that a meeting has been held without the chapter advisor/s present, the chapter will be disbanded and will not be allowed to function under the Tri-M and the NAfME name and association there of.
3. Only the chapter advisor and active student members have a voice or vote in chapter affairs.
Section Five — Special Meetings
1. The chapter president or other designated student leader may call special meetings approved by the executive committee.
Section Six — Meeting Decorum
1. Meetings shall be conducted according to Robert’s Rules of Order, Newly Revised (Perseus Publishing) in all points not expressly provided for in the Tri-M Program Guidelines or these chapter bylaws.
Section Seven — Meeting Fees
1. Members will be assessed a fee of $5.00 per absence from each meeting, unless said student is absent from school.
2. Members will be assessed a fee of $5.00 per absence from each scheduled activity, unless a note from a doctor is presented.
3. Members assessed an absence fee may appeal the fee by typing a letter explaining absence; letter will be reviewed by the advisor, president, and vice president. A decision will be assessed and notification will be made to the member.
Article XI — Induction Ceremony
This chapter will hold at least one induction ceremony/ceremonies each school year as planned by the executive committee. Ceremony may occur as an evening event or during a regularly scheduled meeting.
Article XII -- Community Service
Tri-M International requires that each chapter participate in a minimum of four (4) community service projects each school year in order to remain an active chapter (Caroling, Bell ringing, Adoption of family at Christmas, Special Olympics, ect...)

- Inspire and challenge our members
- Focus public attention on our school’s music program through community service
Article IV — General Powers
- The Tri-M chapter participants are limited to the powers vested to them by NAfME (formerly MENC), the Tri-M Program Guidelines, and these bylaws.
- In any matter not provided for in the Tri-M Program Guidelines, these chapter bylaws, or by local, state, or federal law, Tri-M Chapter 5151 at Frontenac High School, Frontenac Kansas will act by majority vote of those present at any annual, regular, or special meeting.
- As a program of Frontenac High School, this Tri-M chapter understands that the principal and school administration have the power to veto any local Tri-M decisions.
- Only NAfME has the power to amend or revise the Tri-M Program Guidelines.
Article V—Membership
Section One -- Membership Classes
- Members shall be Active, Alumni, or Honorary.
A. Requirements
i. The chapter advisor shall choose candidates for active student membership.
ii. Candidates for active student membership shall be chosen from those students enrolled in the music department at Frontenac
High School.
A1. Candidates shall meet and maintain the following requirements:
- Must be enrolled in a music ensemble of the current school year at Frontenac High School (exceptions are reviewed on a case to case basis)
- Must exhibit leadership, service, and character in their activities while at Frontenac High School and must not be involved in any district disciplinary action, without resulting in forfeiture of membership.
- Must have and maintain a grade of an "A" (4.0 GPA) in music, while maintaining an accumulated grade point average of at least a "B" (3.0 GPA) average grade other academic subjects, (GPA may result in forfeiture of membership after a one semester probation.)
